turn off then turn on campaign ..?

In my opinion, you should create new, more optimal campaigns, because your old campaigns have been left for too long without showing that things have changed a lot.

It won't have much impact, but when Facebook is delivering your ads well, you shouldn't turn it off
 
I found better result turn it off and on but result might depend in what is about your add and your target audience, at least mine was old people not always worked but it was around 65% success rate better than leaving the capaing run through the all time, so there is for you to test but in my case most of the time worked really good.
 
If you just leave it for a few days then turn it back on I don't think it will change much but if you leave it for months then turn it back on it will change quite a bit
 
If your ads are good, I think you shouldn't turn them off. Just keep running them until they're no longer good, then change them.

As u said, u just turned off your campaigns . If that ads well then u can restart with your camps , but for a long time , i think u should recreat a new camps and target again about your campaigns.
 
If you stop them for not too long, it won't affect anything, but if the campaign is effective, I don't think you should turn them off.
