Turn my Layout into a CSS Template.

Hello, I'm looking for someone capable of turning my Layout that I've created in GIMP into a CSS Template for website usage, I'm not looking for anything special on the graphical design, just some filler images / making sure it all works correctly. Just a "Template" as stated. I'm going to attempt to make the site look good myself, however if I fail I guess that's just more money I'll have to invest.

Here's my layout.



The top is a banner, where my "Logo" which is in the form of a banner will go.
Beneath it in the center is the Navigation bar.
Beaneath that is two buttons, (Images with links)
Beneath that is a table, this table need to be 10 rows down, with 6 coloums.

If you're good with php, perhaps we can work out a deal on website functionality, however, I'm more worried about getting a quote for turning this into a basic template for now.
