Anyone have a service to report them or other ways get the handle? Its owner has been inactive since dec 2011

No Way I think if the owner delete account him self.

Report will not effective, he is not spamming or unusual activity as you mentioned owner is not active.

On this note I have an old account with around 10k real followers which I forgot the email and password to it. I cannot deactivate it nor ask admin to open it for me. I think that is the same issue with an inactive username, unless we magically find a way to access those accounts, it's a no go.

I read previously on here that you can register a domain name with the twitter handle (assuming it's available) and contact them requesting to use it for your business. That may be your best option.
