It´s easy, if a seller can´t make a security deposit he can only sell to clients, wich are ready to pay the amount of the service to a Mod, seller delivers the service to the buyer ans one Mod/admin pays the seller.
As soon as he made enough sales to pay the securty deposit he can make the sales direct to the buyers.
This just a quick idea but i think you get the point.

And belive me, i´m member on forums since 1996 and never seen a team like on bhw.
