False. You need to optimize the entire site, and the server configuration too.

^ for sure. Each page should have on page seo for a specific key phrase (or a few if you know what you're doing)

I think he was talking about every page that comes up in the serp. Yes you have to optimize for seo always on every page. What I do is creat a keyword rich articles
On my site so I can rank then I cover it all up with a new landing page cloaking it the whole time. This way I have a website filled with text And then the humans see a great flash extended site. Works every time. I don't dO this as an affliats or click bank site. Reason you get 2 bots searching daily instead of 1.

It is must to have great on-site optimization for getting high ranked for all pages of your site.
If your on-site factors are not so strong then your off-site backlinks will not work properly for your site.

On page SEO is really helpful for SERP improvements, you should add meta tags for you sites in on site seo , ( meta title , description, keywords, , you'll get better results ..

Optimization of index page is as similar to any other web page of the website. But we expect more from a home page and want it to rank high, this is why webmasters finds optimization of index page difficult.
PS : Make sure your page is meeting all the quality and technical guidelines.
