trouble with m0neyb00kers

i apologize if this is in the wrong section

i need to pay someone for a product and he only accept payments via m0neyb00kers.c0m

i have been trying to figure out wtf m0neyb00kers.c0m is. i called their customer service twice and with what i gleaned from their foreign accents it seems to be a money processing service that doesnt allow you to just sign up and send money across personal accounts like paypal.

i need to pay my guy sooner than later, and he's not flexible with payment methods. he told me to get an exchanger which i suppose is just someone to pay through m0neyb00kers for you but how would i go about finding someone i could trust? is their a service somewhere on the net?

Man, you can send funds at Moneybookers exactly like at PayPal.
1.)Register and make sure you verify your account.
They will send you a letter for verification, you enter the code and enjoy.
2.)Deposit with credit card/wire
3.)Send to another Moneybookers account (email)

I really don't understand how could the support say that you can't sign up and send money.
