You also need good proxies for each account.

It is not easy that why most buy accounts and use a browser with a proxy set on it for that account.

There many examples of what plugins work with the browser of choice.

Might also need an SMS service and docs to get any account verified.

VPN is no good for this type of method as all VPN proxy is added to databases that large website got paying subs to find if the proxy being used to make accounts.

Do you think it is within the paypal creation? Maybe the phone number? Or maybe should have used something else than a VPN?

Your way of creating Paypal caused the error. VPN is a big no.

Also sometimes if you try again after a day or two, it works.
