Travel Site, best seo?

I'm planning on making a travel guide website about 1 specific tourist place I know about, I found theres a lot of searches for it, and the quality of the top sites coming up on google is terrible so I guess with a good seo layout and some content I should place 1st on google in no time,


What plataform would you recommend? Joomla, Wordpress, regular css layout? (website) ?

I'm loooking to start up this for free tho. (except for the domain)

If it's as good as you think it is, using the free site options maybe a mistake...besides, it's rare to see free sites number 1 on google...

I do have 3 travel sites and 2 of them are very high in the SERPS (and great ROI) for the main keywords.

One is using WP and the other one is CSS.
