Will Google penalize my site/blog if I publish articles that I translate manually from one language to another? Will it be considered as duplicate content?

Not if the article is unique. Try translating it in your own words, add small sentences and conclusions inbetween the article with your own words. Go online and find synonyms for as many words as possible, also don't use the same pictures and title as the original article.

Some people Translate the content with google translator and it works still

Shortcuts like that one might cost you in future but i suppose your plans are not serious anyway since you want to translate / steal someone else hard work.

Exact duplicate make the penalty yes but add your value to that content.

Replace words here and there, rewrite small portion, translate, profit.

Google don't penalize duplicate content, in my experience, they just ignore it.

So it won't really do you any harm, but it won't increase your ranks UNLESS you have unique content around the translation to add more value.
