i m a native french speaker and i have decent english and russian skills
i was thinking of starting a translating service , but i dont know where and how .
can you guys give some advices ?

Forget Odesk, Elance, Fiver etc. If you want to start earning money translating RIGHT AWAY, join OHT (One Hour Translation). It's a translation website, it's free to join, and you can earn really decent money. They pay via PayPal or Payoneer. For many years that was my main source of income online. To start with, the translations will be slow, but after a few months once you start building your reputation you will start getting translation jobs almost daily. $150 - $200 translations are not uncommon. But they are VERY strict and the quality of your work must be of the highest standard. Good luck
