In our country, there are numerous high quality and original articles, but not wrote in English. If I translate them to English, no copyright consideration, no machine translation, will google Spam me?

You need to check copyscape using the Google-translated content.

You cant use google translate for sure. But if you spend the time to translate it by hand. Add in your own comments like explaining idioms or location specific things that English speakers would not understand then you can do it fine.

If you don't use machine translation but the services of a professional (=who will not translate literally but really adapt the text to target language), I don't think Google would detect it and I don't see why it would penalize it if the content is good and unique. You may want to credit the original source, though.

Sure, using google translate and hoping high rank in Google is idiot. I think it deserves a try. In other words, it would be like a bridge to connect non-English country and English country.

You have to change it up otherwise it will mark it as duplicate. For the blog I would spend the time to translate it by hand and change it up a bit as it is probably your ranking booster. On the product pages use a canonical to connect them and google will understand what your doing. Just make sure you use the correct language meta tags.
but you need to test a google translated version of the content against your remixed version of the content.
