Transferring Website Domain & Files

I'm not a very technical computer person so can someone point me to a good guide on how to transfer website domains and the website files itself? I'm looking for a very detailed step by step guide.

I know you can "domain push" but what does that do and how do you do it?

Also, for example, let's say I have a domain from GoDaddy and I'm transferring that domain to someone else with a different domain provider. In order for me to transfer that domain, that person has to sign up for a free GoDaddy account right? What if this same situation applies but the person who signs up for the same domain company as I have has to pay a fee? How would that work? What I mean is what if GoDaddy starts charging for transferring domains within its own company and the buyer of my website has to sign up for GoDaddy and has to pay a fee? Do we negotiate on that fee?

Sorry for the very noob questions. I'm still trying to iron out all the tiny little details.

Domian:
1. You can push the domain to another user. He has to be registered at the same registrar (f.i. godaddy)
2. You can transfer the domain. You have to unlock the domain at your registrar. The other user has to request the transfer at his registrar. You confirm that and send him the transfer code. He confirms that. And transfer is done. But in this case transfer can be done only when the last change in the domain registration data is made 60 days ago.

Website:
1. If you have a reseller account at your hosting, then you can just "push" the whole page to another user.
2. If not, then you have to collect all the data (page files, database) and send the data to the another user. He then prepares it on his hosting and has to switch DNS of the domain to the IP of his hosting.

GoDaddy <-> GoDaddy = Push = change of domain ownership between account on the same registrar, free
GoDaddy <-> Namecheap = Transfer = change of domain ownership between registrar, mostly free but you have to pay another year renewal

How to do it? It varies between registrar, some has a clear & simple steps but other can be very complicated.

As for website transfer, basically you have to move all files and database to the new hosting. Several ways to do this:
- Download all files via FTP and dump the database and then re-upload on the new host.
- If you are using cPanel based hosting there is a menu to backup entire site and then restore that backup on the new host.
- If your website are WordPress based, there are some plugins (paid & free) to simplify this job. Check out Duplicator, ManageWP, WPTwin, BackupBuddy, etc.
- etc.
