transferring hosting?

Yes it is possible. But it will also depend on the hosting platform such as cPanel, Direct Admin, vDeck or plesk. It would be easier and less errors if you transfer when both host has the same platform. Talk with both host to make sure everything goes as planed.
Same here , OP has confused us
Site A has hosting/is online. I have a domain name (Site B) that has no hosting, so its not online yet. I want to transfer hosting from Site A to my domain (Site B) so Site B gets online. I don't care about site A not being online.
[FONT=Times New Roman, serif]As you don't care about site A, then I would suggest you to take backup of site A through control panel and use it for your site B. Change the nameservers and redirect site A to B by using 301 redirect. [/FONT]

You will probably won't find something like that the hostings don't really want you to move so they have no reason to make it easy on you it is not like domain transfer.
You will just have to change the domain dsn to the new hosting and copy and paste the files to the new hosting on the domain, if you have database make a backup of it on just load that on the new phpmyadmin on the new hosting should not be to hard.
