If I register a domain with GoDaddy (special offer price) today and then I want to transfer it to the registrar I normally use, will GoDaddy charge me any money to transfer it away from them?
No just go into domain management and transfer your domains to your hosting Nameservers. I registered one this morning and its on my hostgator ns already. I know people hate godaddy but I have to be honest I've always found them good to deal with.

Duffers is referring to setting your own nameservers for hosting.
In regards to your original question, I am assuming that you are asking if GoDaddy will charge you to transfer the domains away to another registrar, say Namecheap, when they expire. In this case, no, they are not allowed to, but make sure follow through with all the steps as GoDaddy has been known to try to delay customers from transferring away.
I have transferred several domains from GoDaddy. I have never been charged. I only buy from GoDaddy when they run special deals. Namecheap is my registrar of choice.
No you are free to move it away anytime (after first two months obviously). I think you mean those $1 domains when you say special price. I have done that several times without any problem.
