transfer beetween personal payoneer should be throught amzon first?

i hear that we must paid to payoneer with usps , so have to through payoneer partner eg:amazon,
so we can accept personal payoneer payment (payoneer acount to payonet acount)??
i ask this because i want play cpa network which personal payment payoneer to payoneet acount not with usps way

Payoneer to Payoneer works of course, but obviously both parties need to have a Payoneer account.
Loading someone else's Payoneer account with a credit card, that's what is not that easy anymore and it's not enabled by default. To be eligible to receive private loads on a Payoneer account, that Payoneer account holder needs to get a few payments from any Payoneer partner, like CPA networks, Fiverr etc.

I had a chat with their support about this a year or two ago and what i gathered from it is that the amount doesn't count, you just need a few payments coming in (they didn't say exactly how many). You can ask them though, they will help for sure.
