All pretty legit tools but all of them (and I think that's true for most tools in general) still require quite a lot of input from the user.
Broadly speaking, Adspect has more advanced configuration, TrafficGuardian has easier traffic filtering, JCI being the oldest option of the three (i believe) so if you know your way around it, it does work.
All that's to say failures usually crop up due to setup issues with stuff like domain, safe pages, filtering rules, etc. Cloakers factor in yeah, but it's a combination of things most of the time. Especially for sensitive verticals, switching cloakers might not fix the problem so there's that to consider.
