Traffic

Hey guys, does it matter where your traffic comes from? For example, I am from Eastern Europe, and I want to create content for USA/UK - if people from these countries watch it, I guess YouTube will recommend it to them, not to people from my country. Is that right?
Also, another question - if I buy High Retention views without knowing where they come from, can the video rank in my country, if it is in the language spoken here? Or I have to look especially for views from my own country?

That matters for recommendations and doesn't matter for ranking.
