traffic offer,explanation?

Can somebody explain me if somebody has a traffic to offer and i want that traffic to run with my offer?
What is a plan next?
i send him a prelander and he runs it or do i run it through email or sms?

It depends on how he gets his traffic. If he has emails that can be one way. If they go yo his site you can ask him to put a page with your offer in it
