Hi Airlabess,
To get local traffic from Belgium, you should follow these steps:
Get a .be domain name.
Set the country address for your website in Belgium ( WMT )
Write the content in the Belgium language ( German, French or Dutch ). Also, make sure that the content is relevant for your country.
Get backlinks from strong belgium sites.
Build the social media profiles under Belgium standards ( name, addresses, etc ).

Facebook ads, twitter ads, and (I'm pretty sure) Google Adwords have country-specific targeting, so you could specifically bid on ads that would only be shown to people in that specific country...
I would stay away from anyone offering to send you "10k visitors for $5" or anything like that, because it would most likely be some bot that spoofs the referrer....
Also, avoid Popup/under only advertising companies - untargeted, waste of money, and especially stay away from PopAds.net - they scammed me as an ADVERTISER, I can only imagine how they treat their customers!

The best solution is to buy a country-specific domain (in your case Belgian). However, this is only a good idea if you’re 100% set on your target audience. Remember, if you buy a country-specific domain, you’ll have a hard time ranking on other country-specific search engines.
If you’re not a fan of this idea, backlinks may be a better solution. Simply search for Belgian-based backlinks.
