Traffic exchange sites

So I found a few cpm and CPC networks that accept autosurf and manual surf, but I'm having issues integrating the ad codes into my websites.
So I found traffic exchange sites few weeks ago and stumbled upon one where you can put in HTML and JavaScript and codes directly, but I've forgotten it.
Does anyone know about it?
