Traffic Companies Which Allow Frame Breakers?

I need to buy cheap, unique visitor traffic from a company/reseller which allows URL Rotators and also frame breakers.

I want to send traffic to CPA offers but some use a frame breaker which is a no-no to a lot of reseller companies I have found so far.

Looking for as cheap as possible, no more than $2 per 1,000 uniques (country targeted, category etc).

Anyone have any recommendations?

Does nobody know of or run a service I can use?
