All networks want to work with high-quality publishers only, I saw no networks saying I'll accept some crap site
The secret here is to make network rep, who is going to open you an account, feel that he is going to make money with you.

Many of those network reps have very little understanding about ads, they read from paper and only looking to sell as they make %, therefore they take shitty publisher and sometimes refuse good ones (or vice-versa), so it's incredibly important to speak, tell about your project, plans etc.
