yes only by authorities, i don't think binance will notice you if u contact them.

This means that you used Binance P2P for example to sell some crypto, example Bitcoin.
The ONLY was to be scammed if you released the crypto BEFORE receiving payment. And that would be your fault, even Binance cannot help in such cases.
I have used Binance P2P almost a hundred times and I have never been scammed. Binance has an awesome escrow in place for P2P.
Any P2P place you deal, do NOT release prior to receiving your payment, no matter what the seller says.

It can be tracked. There had been cases where government tracked large transactions and imposed fine on users.
