If someone is changing there Ip adress constantly is it possible to trace it back to a source, and find out who they are?

Thanks for the quick response. What you're saying is the more you change your ip the easier it is to trace back to the source? How would someone go about doing this?

This is how I normally find people's real IP'S:
1. Check their IP that they've used to visit my site
2. See who owns that IP, where it's located and shit
3. Call that number to see if it's a company, a school or just a person
4. If it's a company or a school I ask them to send me logs which they normally do (good thing about protending to be a cop (Social engineering ftw))
5. Check the logs for their real ip
That's how a person would go about finding real ip's

Aside from spamming now he is gonna pretend to be a cop? hell naw.
And it's the fact that the law can trace IP's , not you tracing my
fake VPS IP' thinking I'm in Hong Kong..
The courts can and will force The VPS company to release the logs.
Only court can do this.

It's worked for me but I only use it when someone uses fraud (stolen cc) to buy something from my site...

I'm just saying, I know Op is worried about spamming and
he needs to understand that the Law can catch you.
The flaw in this grand plan is.. you check the IP ... see where its located and "shit" then you jump to calling a number.... no persons number will be linked to their IP straight up in any ARIN/RIPE/{local ip authority} just ISPs... so you call the ISP, and if the ISP isn't retarded they tell you to piss off and produce a subpoena
How do you get a persons telephone number from their IP without having access to their ISPs database/logs of which customer was assigned which IP at what time.
Theres a lot of variables at play here... tell us how you actually made this work.

Tor (and cloakfish) can both protect your IP against almost any authority.
I don't know another legal service I'd trust for such a job at this time.
When looking into less legal options there are a lot of more options to really hide your IP but this is not an option for most people.
But the fact stays: the more your change your IP the more likely it is you leave permanent traces.
On the other hand: if you use a secure service like tor and stay connected for a long time doing illegal stuff you also risk getting caught.
No matter what you do, there is always a risk involved. Even the most professional hackers get caught if they don't treat their luck well.
What do we learn? Either take the risk and don't moan when you find yourself behind bars OR look for legal alternatives that won't risk your future.
