If someone is changing there Ip adress constantly is it possible to trace it back to a source, and find out who they are?
the more you change it the higher the risk
This is how I normally find people's real IP'S:
1. Check their IP that they've used to visit my site
2. See who owns that IP, where it's located and shit
3. Call that number to see if it's a company, a school or just a person
4. If it's a company or a school I ask them to send me logs which they normally do (good thing about protending to be a cop (Social engineering ftw))
5. Check the logs for their real ip
That's how a person would go about finding real ip's

Aside from spamming now he is gonna pretend to be a cop? hell naw.
And it's the fact that the law can trace IP's , not you tracing my
fake VPS IP' thinking I'm in Hong Kong..
The courts can and will force The VPS company to release the logs.
Only court can do this.
It's worked for me but I only use it when someone uses fraud (stolen cc) to buy something from my site...
