toxic backlink score in semrush not accurate?

toxic backlink score in semrush not accurate?
Because after reviewing it manually, I found some of the links were:

• high DA/ PA
• very low spam score
• good anchor text to a website

but it's still categorized as a toxic link. Weird?

The backlinks are not always up-to-date and sometimes you see links you have already disavowed or not available because they were redirected. I see many blogspot spamlinks which are always listed after a while. I think there could be a crawl budget for backlinks as well.
