Toxic and Spammy Backlinks Help Needed

I really need professional and experts advice and would appreciate your advice.

A few days ago I realized that my website was spammed with 1300 backlinks from toxic websites. The traffic started to fall in May 2020 and by now it is 60% down, ranking for many 1st page keywords dropped to 3-69 pages.

My website content is all written by me within the niche which I know very well. I had about 150 (100% organic backlinks) and some are from very high authority’s websites. I have been increasing the rate of publishing new and unique content since May. Even though I never used any black hat, grey hat, or even white hat backlink building, I assumed the problem was with google algorithm changes until I found around 1300 bad backlinks, and most of my organic authority backlinks were also gone.

I know some will say that If I built an authority site it would have never happened or the bad backlinks couldn’t cause the rank drop etc. Nonetheless, I have a different situation and I have what I have now and I badly need advice from those who know how to deal with this type of problem.

I disavowed the toxic links and continue doing it every day as the new bad ones continue to appear up to 20-40 every day. I need to reanimate my website and restore the traffic. From what I have learned so far (including the source of this forum) it seems that I have to build the new good backlinks in quantity similar to the bad backlinks which mean 1300 new good backlinks. Since I never did anything with link building I am scared to use blackhats such as PBN and other types of backlinks. I understand if I continue without link building my website will be dead soon.

I disparately need advice for the backlinking strategy and what to do and how to do it, how to use black hat links, and not hurt my website. I would appreciate any professional advice and consider even aggressive link building strategy using grey and black hat if I need to for reanimating the website.

Can anyone advise the step by step strategy and what type of backlinks and how many, backlinks providers could change the situation?

The website is 4 years old with 125 articles with 2000-7000 words of unique content.

Disavow them at the earliest. 1300 sounds like a lot.

I have disavowed by today 816 toxic domains. I even worked out the competitors who possibly did it though I do not know what to do with this info. I have analyzed competitors backlinks most of them have the same spammy new backlinks from similar domains and only 2 competitors are clean. One of them monitored my website for quite a while as I could see from the traffic referred. I also contacted the hosting companies of the toxic domains and asked them to remove those domains. I had also submitted an abuse report to hosting companies of the toxic domain, not all of them.

Is that exact match anchors, URLs, p o r n anchors? how it looks?

I've tried the disavow tool twice so far, once after a negative SEO attempt, and once after a guest poster sent hacked casino t2 links to one of my sites. (I assume he didn't know they were going to be casino links)

I have yet to see any results at all from the disavow tool
It's like it does nothing at all.

1300, is huge low-quality links, Disavow them and keep monitoring backlink profile.

about 1300 URLs, 816 domains - few porn (Chinese), most of them expired domains, few 502 error, backlinks not found, robots.txt blocked and few just link farms. Here is example of few domains.

anchors differ - some of the main keywords, some are the website name

Can you advise on the strategy of link building? what type of links shell I do any packaged advise? I never did anything before and I am a newbie in link building

I would advice to get high quality Naked URL and Brand backlinks. And do your thing, fck those links.
It's a SEO game. Lazy people won't do their SEO, they will hurt your SEO. That's it.
