"The Tor Project operates as a non-profit that receives 75% of its funding from the U.S. government."

'The software allows Tor users to mask their IP address, and in many cases, allow access to websites blocked by certain governments.'

"In some cases, volunteers hosting exit relays have been paid a visit by the CIA or FBI."

"If you run an exit node (relay) and some jerk uses your connection to do something that attracts attention, we have a tool called Exonerator that shows you are an exit node and shows that you are not the person responsible for that activity," Reilly said."

Makes me wonder if they have a tool called Incriminator that shows who is responsible for the activity.....

it is not so shocking at least for me, the tor project was developed & funded by the US Navy at the beginning (2002) and they never treat this as a secret, it was written all over the web (their official site, wikipedia etc.)

I notice the article mentions it being used by Law Enforcement, I bet spies and the like use it too. Making it an open source project and releasing it for everyone to use actually makes it more useful for their purposes, as it increases the world-wide availability of nodes, and creates all sorts of 'cover-traffic' from normal users, criminals, and dissidents.

yes tor is funded and started by Navy. Its not secure though the spooks "manage" most of the nodes in Europe south east asia.
