it depends.. in fact, it all depends on who you're competing with.
it's like asking yourself, "how fast should i run to overtake that guy?" depends on how fast the guy is running.

so, before just blasting your site with backlinks using automated seo tools (which may not be as great an idea post-penguin), I'd first look into who is competing with me in the top 10.
For example, I'd scan each competitor domain with seo spyglass - that should give you a pretty good idea of their PR, backlinks, domain age, etc.
