If I showed all pages in my network to 100 SEO experts, 0 of them will think that it goes about the network, as well as that the sites should help ranking some other sites. To answer this you have to think about 'what is natural'. What seems natural to is a set of different conditions to what seems natural to an indexing algorithm. They both have different terms of reference and they are not necessarily mutually inclusive. Actually, in this case, what looks natural to a human visitor is irrelevant. It is only the bot that counts.

This could be interpreted a few ways. Did you meant the rankings of your money site dropped or the rankings the actual network sites had dropped. I am going to assume it is the rankings of your target sites (as that is the motive for building a private network).
This is not an unusual event right now. Several public and private networks have been terminated from the index. While several high profile public networks have occupied comments on forums, it is the private networks that are quietly taking the heavy hits. I know of 2 blog networks alone that account for a six figure site dexindexing. And that is just 2.
If you have a blog network, then you fit into 1 of 3 categories ...
1. No rankings drop on target sites and network still indexed.
2. Target site rankings have dropped but network still indexed.
3. Target site rankings have dropped and network deindexed.
Most focus has been on 3.

You don't fit into category 1. You don't mention any deindexing. Therefore, by process of elimination you fit into category 2. The value of your outgoing links pointing to your site have been decreased and your target site has returned to its natural ranking level it would have experienced without those links. It is achieved by tagging those links sources as being untrustworthy. Of course other links pointing to your site may have been affected by this and your blog network actually has nothing to do with this. But I can only work with the information you provide.
So, do you have an idea now? Yes you do.
If you want to build another network, first think about how the current networks are being eliminated.
