What are tools designed specifically for submitting NAP business listings to local citations?

I don't know of any automated tools for submitting citations, all the work we're doing over here is manual.

All the sites you submit to have different layouts, etc. It'd be virtually impossible to cover them with a tool. I'd look into cheap workers who'll input the data manually.

Else take a look through the BST section, there are a few offering local citations services. Personally I found a few lists online and then manually built myself, although you could produce a list, visit fiverr and outsource the list / work to someone else.
