lots of tools are there but not a single tool give us 100% granted to send email without blocking r spamming.
you need to create your own script for this ..
buy a linux server and hire a programmer to create a campaign system for you.
otherwise if you still want to buy tool go ahead with mail chump... good enough than others

I using sendblaster and ultramailer for my desktop software many year ago
Now I am using mailwizz as my self hosted tools for cold email + my own SMTP server
ESP I am using Mailingboss to get opt-in and send email marketing campaing.

MailChimp is a tool that enables you to send bulk email. Very easy to use and can customise each email as per recipient.

I've been using this $10 a month program called MorphyMailer...looking to upgrade to Sendy soon & Amazon SES. Have been having GREAT results. Morphymailer is however VERY clunky but works on a budget or now.
