Yes you can send bulk emails without violation of law, sending bulk emails are not prohibited in commercial emailing industry sending out of permission emails is violation of law. ISPs are striving hard to discourage out of permission and fraudulent emailing and organization like spamhaus always keeps a check on email streams to monitor whether or not unsolicited emails relaying from any email stream.

No surety, without employing a proper infrastructure for sending emails, sending to an un hygienic and old list may fill your basket with bounces hard and soft, sending from reputation less email stream and new and reputation less IPs won't let you to achieve a good sending score as well. Therefore sending mindfully, from proper infrastructure and to a current and hygienic list illuminate the chances of hitting the inbox.

What has been done so far, do you have the server for that purpose or still looking for it. As the target is inbox you cannot ignore the importance of your list and then the whole email stream to take part in achieving your goal. adnan.ahmed227 add my on Skype and let's have a chat on your solution.
 
I can setup smtp server using linux vps for a cheap price.SPF/DKIM/RDNS/IP ROTATION.If you have a desktop mailer or script you can mass email with no hour limit with my setup.

There's plenty on the internet you can use with no problem. I use 1and1mail
 
Script is must for the e mail marketing because if your script is not good then all e mails will go into the spam box.
 
Mozilla Thunderbird client has some very cool addon for mass emailing, I used it a year ago or something, should be still available.

You're not going to find any decent free or really any paid tools.

The best way to deliver high volume is a custom solution.
 
The solution you're looking for depends on the size of the project. If the number aren't that big you could just use a webhost/vps and send the e-mails via phplist.

Exactly what I was thinking when reading this, even a php bulk mailer script on the host, for smaller mailings.
