FB has it built in.
Go to a competitor's page > page transparency > view in ad library.

Or, even better: https://www.facebook.com/ads/library/

Facebook library or you can use any paid spy tool there's a lot out there

This is the best-inbuilt method OR if you are still looking for tools here are 2 tools I know AdBeat and AdSpyder.
