Tool to discover which backlinks are penalized

Yes right, google webmaster will let you know about any penalized backlinks, if your website has any under the manual actions.

@Vaibhav Adlakha but lets say for example that site hotdogs.kom is linking to my site. hotdogs.kom is deindexed by Google because it's penalized. Google won't let me know this through GSC, I'm looking for a tool that looks for all sites linking to my site (for example Ahrefs), and at the same time checks if that sites are currently indexing (for example, like the Greenlane Indexation Tester) cross this information and shows me this... I think I should be doing manually all the way

Yes right, the only possible way is to do it manually.
