Tool to create web 2.0

Hello. I'm searching for a tool, i can use to create multiply web2.0. I got a smaller splog network, and need some web2.0 links to them aswell for my money sites. So it will take way to long to create them one by one. So i search some tools there can create them for me, so i just need to login and add articles to them.

Hope you guys can help me! I prefer a free tool, but i can offer up to $20.
