looking for a tool that can bulk download the shorts/reels using user id ? Has anyone tried any tool (paid or free)? Any recommendations? TIA

Use downloader manager. You can construction urls with ids I believe. Once you have urls add them in bulk to download manager and hit download.

Most downloaders require list of URLs to download. You should try browser extensions that fetch links and download content.
