I am looking for a tool that will batch translate txt file into English. This will be use to feed my linkwheels.

This will let you upload files. One at a time but at least you dont have to copy and paste anything https://www.translate.google.com/toolkit/

If you want the files to keep their original formatting, then Google is not what you need, but microsoft translator. If you want to do everything with few mouse clicks, then check this video and fast forward to 3:50 where the batch translation begins

What web properties are you using to build linkwheels?
If they are free blogging platforms like blogger, wordpress etc you can use our tool we support all languages supported by google translate and you dont need to do anything like scraping, adding anchor text, finding images, posting on your blog etc etc.
