Tool for generating relevant anchor text

What is the name of the tool that generates text from PLR or scraped text and then automatically sprinkles anchor texts and links that go to random relevant authority sites?
For example: article about widget will randomly have widget related anchor text leading to widget related sites.

Does Kontent Machine do that?
