Tool for accurately checking backlinks?

So we had a post about tools for checking daily SERP rankings.

Now the logical next step is to ask: what is a tool for accurately getting the backlinks of a site?

Are there any downloadable tools? Instead of using web-based application.

I keep getting conflicts between different tools.
For example, MajesticSEO shows some backlinks, and Traffic Travis shows different ones.
Other tools even show 0 backlinks. Don't you guys think it is all very inconsistent?

For desktop applications there is:
- Traffic Travis
- SEO Spy Glass (by Link Assistant)

For web based tools:
- Open Site Explorer
- Majestic SEO
