Well have you got this message in your web master tools account or in your mail address.
I am confused as well.

I don't think google will notify webmasters about increase in the traffic for there sites.

Even I got this message couple of days for 2 of my sites via Google webmasters and even got the message that some unnatural link building has been done for some of my sites
