Title Tags for Multiple Locations

    I still have not figured out how to do title tags for a company that has multiple services and locations. If the client does not have the budget to create 3 separate websites for each location, how else is it possible to target every city + service combo on single page? The client is a dentist who has 3 offices in 3 large metro areas and he offers 5 distinct services in each location. I want to target all the cities + all the services so that each page is like:

    Teeth whitening in LA, Teeth whitening in San Francisco and Teeth whitening in San Diego.

    Obviously I cant target all of those on a single title tag. How else can I go about it?

    Any thoughts/experience?

    Try 3 different landing pages for each city. All top brands with multiple locations use this approach.
    You can also have a local listing for the inner pages.

    Right. I understand that each city gets its own landing page, but what about each service offering? You cant stuff all 3 cities in a single title tag like Teeth Whitening in LA, San Francisco and San Diego. The question was how to target the individual services themselves when there are multiple locations involved.
