Title in full caps or not?

People may click more when it's a long tail keywords and many are ranking for the same keyword. It stands you out and you get more clicks.
Google's stand is they don't care but many have reported (at reddit) google modified their title to correct case, go figure!
I personally use correct case
So there is
Title case: example : What is Iphone
And then correct it with correct case: example: What is iPhone

I think it should be capitalized, it makes it more attractive and people will click on it.

no it does not give any penalize, but think about the visitors, do you think they like it or not

Just make it attractive would be enough. And yes some time it helps to attract the traffics

Full caps to me is the equivalent of shouting, I think what you meant was title case? Which would you click on out of the two below:
