OK here is the question?

2 keywords:
keyword one
Keyword two

If the title of my page is "keyword one" or "keyword one keyword two" or "keyword two keyword one" & I search for "keyword one", given that everything else is the same, will one rank higher than the other?

that all depends on the comititon.. if keyword has to compete with 10 sites then it will rank but if kw 2 has to compete with 1,000,000 sites then no.

but because everything is the same then KW1

Just an example experience from one of my blogs:
URL: marketingblog
Title: Marketing Blog - Marketing Blog
Ranks better for Blog Marketing, than for Marketing Blog

Really depends. Keyword in title is not the only on page SEO component
Having said that, the earlier your keyword appears in the title tag the more effective it is

So if all else is equal [which it never is :(] then the first keyword in the title tag will have more of an influence

"3 Tips To Market Your Blog" is what I would use

especially if it lets you increase KW density like what that guy said
