How long after you change the title or meta description in the indexed page, Google should I start recognize them?. Or do I need to resubmit the page to search console?

It will take a month or so. By the way 70% of the time, Google updates it's own meta description.

yes, google bot need to recrawl your page to get to catch the difference,
it will take the approx same time usually that's needed for indexing a page in your website, which is different from a website to a another
 
Google bot will recrawl your website and it will take usual time or take some more time to find the difference in your website.
 
I will change it every 2 month and also Google has to recrawl those update and it takes around 2 week to index.

It will take some time. I will update it for a month. Sometimes it will be recrawled sometime, sometime not. But be patient to get the good result

It can take some time, but you can see changes within a day for meta description and page title. I've seen changes within a day this week for displaying rich snippets. Use GSC to request reindexing.

Once upon a time pingomatic and the like could get your page updated in minutes.. Not sure how effective this is anymore.
 
The most recent update I done to a meta description took a few days to update on Google but I’ve seen it take several weeks in other cases.
 
Google will recrawl your website and it will take around 4 weeks.
