is 1000 views bought through panels enough to rank with likes? or should we go all in on views like 20k-100k to rank?

The answer varies depending on many factors.
Subscriber number, total channel view number, typical video view number, like number, comment number.
For a small channel 1000 views, plus 1000 interactions; has greater positive effect.
Doing the same on a larger channel will have negligible effect.
So the answer depends on the aforementioned.
The algorithm will see a 10K channel that usually does 1K views, and 500 likes; now getting 10K views and 1000 likes, as a positive so moves it up the rankings.
With a larger channel, it will take more volume to gain the same effect, 100K views, 10K comments, 5K likes, etc.
So you see I cannot answer your question without you giving me your channel numbers.
There isn't one method that works for every size of channel.
It isn't as simple as; lump on 10K views plus 10K likes on every video, and every video will move up the rankings and be suggested by the algorithm to viewers.
It also isn't as simple as lumping on 100K views on a video.
Reason being, if your next video only does 10K views, the algorithm sees your channel as dropping from 100K views per video to only 10K views.
Therefore your content gets dropped in the rankings, rather than moving up in the rankings.
If you are going to lump on 10K views, you need to be sustaining that for every video.
In simple terms; high volume views, plus high volume interactions; make content move up the rankings and be suggested.
There isn't a fixed number of views, or interactions, that will guarantee content ranking and being suggested.
In the last 20 months I have gradually ramped up the volume of views, and likes, my 167 videos have gained.
The cumulative effect of this is my total channel views are now in the millions.
So you see I don't just lump on the same volume every video, it has gradually been ramped up over 20 months.
So if your videos are doing 1K views now, don't lump 10K or 100K on the next one.
You need to gradually ramp it up from 1K to 2K to 5K to 10K to 20K to 50K per video etc, over months.
This makes the algorithm gradually move up your content in the rankings with every upload progressively.
