As a buyer, I'm making deal with the buyer to pay half upfront. Once I get the account successfully I will pay the remaining balance after.

The important thing is that you find a trustworthy unit, then every transaction will be easier.
 
First, buy in small quantities, maybe 1-2 to test first, then gradually increase the quantity for subsequent purchases. Better yet, ask friends at familiar places first, then the risk of being scammed is very low.

just double check everything about their background. If you do business right, no one can scam you

Ask questions, run from pushy people, use business paypal or stripe.
 
just buy from trusted sources/people w/ good history, if cannot find ask the community.
