You could patch the jailbreak detection inside the Tinder app.
So the signature Tinder will build won't contain a positive jailbreak value.

very difficult even changing everything about your setup it will somehow still detected you are previously banned

Tinder just works with a negative points system (the more points the higher your level of shadowban until full ban).
For sure they assigned some value to the detection of jailbreak.
It might not be enough negativity for a totally unusable account if you do everything else right.
I think their negative points also count more for new accounts, like they multiply it with a certain factor during "probation period" when you're new.
So that's why you can get different answers to this question.

There is no jailbreak for Android phones. Jailbreaks work for iOS only: https://en.wikipedia.org/wiki/IOS_jailbreaking
What you mean is "rooting" your Android phone. That's not recommended, Tinder will detect it.
But it's on my personal TODO list to have a deeper look into Tinder during the next week.
