Start basic, Wordpress with an easily customizable theme. You can also buy extremely high quality pre-made themes for reasonable prices if you wish.

Implement ad codes, start generating traffic. Once you've started to make a consistent income from the site, hire a designer.

You have to start somewhere with this sort of thing, going for perfection right off the bat is not only time consuming but most of the time futile.
