No, it will not the same result and there is a huuge difference to use TikTok browser and mobile.
Initially, TikTok created a desktop version for browsers with the intention of using it for business accounts. This version was limited, for example, it didn't have filters or music. I don't know if this has changed, but users who use both the mobile app and the browser see a significant difference. On the browser, you get 5-10% of the views you would get on the mobile app. TikTok explained this by saying that this is a version for business clients who pay for ad views.Generally, this hasn't changed much.
According to reddit multiple results, yes, you can get viral using browser but initial views are mostly <100 views where on mobile, initial views are 500-1000 for not picked up videos and 1000+ for picked up by algorithm.

Because tik tok does not care about your device login account. Therefore, you can use any device to get the same results. Sometimes in the office I use a laptop but when I go out I bring my phone for compactness and convenience. I really like tiktok in this regard.
