It's not so unique for the target country, but the offer I lead at the end is an offer for the USA, so that's why I'm asking for a tip and not letting TikTok do it.

if you are trying to target usa and you are not in the USA you will need a usa SIM card or proxy from that area. they normally give you views from your location.
You can do this from start of account register, you can choose interest location proxies to manage your account or go on location trends and follow members to gain follows from target/interest location/geo.

All you need is an IP or sim card from the country you want to target. Keep in mind that if a video goes viral TikTok will start promoting it to other countries aswell. Also don't use sounds that are popular in other countries. For example don't use latam sounds if you want to target the US.
You must need an number from that country, then you have to connect a 4g/5g mobile proxy to create the account. In this way the platform will unabe to track your exact location and you can fake it. Then use the proxy everytime whenever you use the account.. and yeah also use the country's hashtags and music. All these will help you get the exact country traffic.

As for the US country, your account must be created in the US, and use US IP. The first videos prioritize hashtags related to the US country.
